I did checkin a major change today. The translation data for JOSM plugins is no longer contained in the JOSM core, but now each plugin has individual files.

This has a lot of advantages:
 - JOSM core is smaller (should not be much, but a little bit)
 - Plugin translation is independent of core version
 - 3rd party plugins can use the same translation infrastructure:
   There is a perl script creating the files from .pot and .po
 - It is much cleaner design

It also has some disadvantages:
 - Much more files in SVN
 - The I18N update process is much slower now
 - Plugins carry all translations of a plugin including the ones already
   present in core (I could remove these, but I wanted to keep the core
   independence as told bove) - For many-plugin-users this may increase
   size a bit.

I did not change the Launchpad translation method, so Launchpad still has only one project with all texts included. I think splitting this has no real advantages. I only changed the order a bit, so that plugin texts should be always last (previous the came after core and before presets and other stuff).

ATTENTION: This change needed rebuilding of ALL plugins. I may have made errors, so please be aware of trouble and report such when it occurs.

Plugins scripting and contourmerge aren't developed in SVN anymore, so I dropped them. Links to external download ressources are required for these, but I was unable to find correct links.
