Vincent was so nice and generated the lang files for the project

        I found in the build.xml the ant command "plugintrans", which extracts 
the message strings from the source. Is this the right way to do so?

        What format are the .lang files and how can I modify those?

Read the readme in the i18n directory of the JOSM part of OSM repository (i.e. where the plugins are). You need the included perl script to generate lang files.

A step by step guide would be great in the wiki.

Actually we prefer the usage of our SVN infrastructure. That's why we don't document it more than necessary.
