I checked in IE6, and the bottom label always gets covered like 80%, it doesn't depend on the speed of hovering. Maybe it's just an math error ? like, in your height calculations.
With jQuery 1.2.3 you can change those .queue('fx',[]) for .queue([]). It will fail with jQuery 1.2.1 though.
