Alright, Incase anyone stumbles into this looking for an answer you can try the following:
I updated to the latest version of UI and found that the dialog loaded without my html form. So, I simply removed the height option and everything loaded just fine in IE. FF appeared to not be affected by the height removal. I hope someone finds this helpful.
