You were able to get this working in IE with bgiframe enabled? I tried with and without bgiframe enabled but the entire dialog disappears behind the embedded PDF in both cases (in IE only - tested using IE8, did not test with previous versions of IE). However, Firefox displays partial content over top of the PDF. Not sure if using dialogs over a PDF in IE8 will be possible then unfortunately.
