Here's what has worked for us:
With Dreamweaver closed, add the following 2 lines to the Dreamweaver
Configuration/Extensions.txt file:
JSP: Java Server Pages
Then, open Dreamweaver and from a document window do:
Edit | Preferences
Click on HTML Rewriting and in the
Never Rewrite HTML section, make sure it is checked,
Then make sure .jsp is in the list of file extensions and add it if it is not
