I understand the concept of JRUN using local.properties files when there are
multiple servers instances. But I find it curious that it ignores the
rulespath (mappings in Apache) property, which tells it how to get to
local.properties. If it knows how to find local.properties without this,
why do we bother with rulespath in the first place?
