This is actually what I tried. somehow I must have gotten an extra tempo time change into the project in a place other than measure 1. I couldn't find this extra tempo change. What I did to resolve the problem was to select everything in the project and then do a "delete" checking the options so that only tempo changes were deleted and no audio/midi data other than that. Then I put in the tempo change at measure one as you suggested. Insert a new tempo and insert the most recent tempo. The latter should change the tempo for the whole project, or at least from there you want it to change.
