I know one site http://www.hughes.au which provide free mSQL server
shareware with sourcecode and perhaps this was one of the early starter to
integrate with the WEB.

  please check it out.

  Last 1 yr. I am not in touch with that site. but Before this database was
parallely advancing with the web like bringing w3-msql, java.msql etc., if
you find any valuable info. kindly pass it on.
