Well,  its not too hard if you have just a little patience.  I recommend
having an XML file that defines the menu so that its easy to add, change,
and remove items.  In addition, take a look at these two resources:

I use these with a few minor modifications for my particular use and it
works great.  It seems to work fine in most browsers.  Well, at least, I
don't know of any open issues regarding it!  I use it in my homegrown
website MTNhike (http://www.mtnhike.com), an online trip report resource.

i.e. On moving mouse cursor over a heading ,a drop down of options is
