 Have you ever read the script of TOMCAT's startup.sh?
This script try to set EVERY so-called "lib" Environment Valuables.

 However, in this case, probably your startup.sh doesn't set
needed component like "/sun/..../javac/main ".

 Try add to startup.sh to has component above to your
environment valuable.
