Well, it's not a major change at all and doesn't introduce any bugs. It
is simply the addition of an almost-empty JSP, an addition to CSS to by
default hide it, and one line to Header.jsp.

Murray, the templating system should take care of this for you. Just create your own ViewTemplate.jsp and add a TitleBlock there. Or create your own Header.jsp. I don't see this as something which should be added to the default template, since we already have a nice extensibility mechanism for exactly these kinds of proprietary needs.

I can do this and have been doing this for the past year. It's a pain,
and I'm absolutely certain that this is a very common use case, perhaps
the most common. Most web sites have a page-width header that is their
brand area. The current extensibility mechanism is simply the transclusion
of another wiki page into the header, which is actually something we
don't want, both because it is insufficient to permit formatting and
control over the header contents, and because we want to lock down the
title block as a brand area.

And yes, I can continue to make this custom modification myself as I have
been. But it's an extremely simple change, has no bugs, and is likely to
be commonly used by site designers. I don't see the downside, and from
what I can tell both you and Dirk were amenable to this last year.
