put RCSFileProvider config into it (as it was pretty obscure) and the
default template properties.

retrieved directly from the /skins/ directory.
I think we still are not yet at the root cause of the missing
plain-vanilla issue.
Different thing; the vanilla thingy wasn't what I was talking about -
just the default preferences.
jspwiki.properties is growing to be a bit too large anyway.
