Ah, I didn't know there's a jspwiki-commits, too. Seems as if this is
a standard list in the Apache infrastructure.

Well, in the Jackrabbit project, a draft of the report is published on
the dev list some days before deadline. I think there are some
advantages doing so:
* prevention of erroneous formulations
* things aren't forgotten that easy
* the project consists of several members, each one should be involved

Even if there isn't any feedback, you can assume that the draft is
fine, because at least some have read it without complaining about it.
