OK, I didn't know about that pom.  Just checked, Apache Camel uses it 
(http://svn.apache.org/viewvc/camel/trunk/pom.xml?revision=1462068&view=markup) 
while CXF doesn't 
(http://svn.apache.org/viewvc/cxf/trunk/pom.xml?revision=1462587&view=markup).
