Added dependencyManagement section to parent pom. Some things still missing, 
though:
- deploy configuration (including gpg config)
- IT tests should be fired via profile (-Pit ?) rather than not being part of 
the build
- does jspwiki-war need selenium-java and tomcat and jasper-runtime? Also, 
could the latter be removed from trunk?
- current groupId is org.apache.incubator.jspwiki whereas current Sonar 
analysis is using org.apache.jspwiki. I'd rather take the latter: it's going to 
be the final one and that way we'll be able to compare in Sonar Ant builds with 
the Maven ones..
