Note it may be an optional package. It's a question what version of Windows you/Julia wants to support.. Not optional in all but Windows Server 2008 and EOLed XP (pre-SP2) that you still may want to support (or just document)?

It is an optional component of Windows Server 2008.[39] [..] PowerShell 2.0 is integrated with Windows 7 and Windows Server 2008 R2[40] and is released for Windows XP with Service Pack 3, Windows Server 2003 with Service Pack 2, and Windows Vista with Service Pack 1.[41][42]" [Been a long time since I used Windows (XP-timeframe.. never used powershell..).]
