It is possible that the NoteTool plug-in was never set-up for
internationalization.

I'm really surprised to hear about that second bug. I have no idea why
the menu item would dissappear when translated to Italian. Are you
sure there isn't a mistake in the Italian I18N file? I tempted to
think the problem is there.
