Hi, QGis has a pretty nice georeferencer plugin. If you do not have a very special reason or just a burning desire to implement the same functionality into OpenJUMP I would recommend you to use QGis for georeferencing and use the same amount of programming work for developing something original into OpenJUMP. Improving the new live GPS plugin would be my favourite. In any case have at least a look at QGis georeferencer. GvSIG has a georeferencer as well but I have not tried it myself yet.
