Hi, It is up to you. If you want to do georeferencing with OpenJUMP then you must write some georeferencing tool for it because no such tool exists now. If it is OK for you to use some other open source GIS tool for referencing you can use Qgis or gvSIG which already have georeferencer tool. But of course there is room for more georeferencing tools if you do not like the existing ones or you do not want to use other programs than OpenJUMP.
