I have just posted version 0.2 that has some additional embedded vector
symbols and now an easier way for me to add arbitrary shapes.

You are right the symbols do not scale with the image. This was a
fundamental decision on my part.
This is not so easy to change, I will have to think about it.
A question to other users: is this a really important feature?
2) vector symbols are embedded in the plugin and
can't be modify. Users can customize thair own symbols
with raster figures but they trasparency.
I know that other GIS editor solved this in different
way: a) reading SVG symbols sketched by user(QGIS) or
b) using customized font files as symbols repository
(Arcview, Tatukgis).
Second solution seems to be better. But first one
solution is easier for user as SVG symbols can be
traced using Inkscape.
Do you think it is possible to transfer SVG reading
capability to your plugin?
The vector symbols may be able to be defined using a WKT specification
as we need to retain enough geometric data to scale and rotate them - I
will have to think about his. I do not (yet) know enough about SVG
format to comment of this option.
The image symbols can be created with any package that can produce a
gif/jpg/pnf file, though one of the icon painting packages is probably
the best to use.
