Sorry for those stupid questions ... But the third one is still the right one : You are not saying if the flap is when the reboot at the end of the upgrade is done or if the flap occurs during the upgrade.
- Does the flapping occurs during the reboot or before ? In fact I have seen with other protocols handled by the routing engine that during some CPU consuming job like the software installation, some other cpu consuming protocols that need to send frames quite fast, like VRRP (in my case it was BFD) I had the process that had to send those frames that was "stuck" for some little period when the unpacking software process or validating software process occurs. I was able to reproduce the problem simply by doing a false upgrade using the command: "Request system software validate xx" I think you could use the same command to reproduce your problem.
