I haven't seen this issue before. I mostly look after a bunch of SSG5s, but I 
do have an SSG140 in production that was probably switched off for 3-4months 
before being used, no issues with it.

I did have an issue with a really old Netscreen 100 where the flash sort of 
died. It wouldn't let upgrade the OS to a newer version, maybe the larger image 
ran into some bad flash or something.

I take it you're talking about ScreenOS and not the boot loader itself? I would 
make sure the boot loader is up to date.
