Aaron, Sounds strange this behavior, since i have both ACX5048 and QFX5100 work with them very well.
Now, try to attenuate the fibers between those switches, 40Km works with high power in the TX for low distances. Inside the lab, the multimode QSFP is my recommendation. Probably, the other end are receiving too much power.
