You won't be asked if you (accidentally or otherwise) indicated
"always" when prompted. You can clear the default by doing to
system/apps/chrome (in this case) and select "clear defaults" toward
the bottom of the page.


The ".net::ERR_CACHE_MISS" issue seems to point to a permissions
issue. Izik, your phone isn't rooted per chance and/or you haven't
been mucking (directly or indirectly) with the permissions that an
app can have, have you? [in android 4.x there was an app that let
you muck with what an app could do, but i believe that that
capability was pulled in later android releases, but you can get
that control back with a rooted device.]
