Just to go back to the original question on this post, in case it's still 
open, here's a method I've found to work in the past:

1. Sign out of all Google accounts (or open a web browser that has no 
Google accounts signed in)
2. Navigate to http://www.google.com/accounts/DisplayUnlockCaptcha and sign 
in using the account you're having trouble with
3. Follow any remaining on-screen prompts to confirm that recent blocked 
login attempts were actually initiated by you
4. Repeat the login attempt on the blocked device (i.e. from K-9)
