21.4 I looked again. Yes, your code is correct.

One more minor comment.
22. ControllerBrokerRequestBatch.sendRequestsToBrokers(): In m.foreach, instead 
of using r, could we use case(brokerId, partitionsToBeStopped)? Then we can 
refer to those names directly, instead of r._1 and r._2.

Other than that, the patch looks good.
