SUMMARY
STEPS TO REPRODUCE
1. Setup a Panel by changing it's visibility mode to "Dodge Windows"
2. Go on System Preferences > Screen and Monitor > Screen Borders, and set the
option "Change Desktops on the borders" turned "Always On"
3. Since there is no border option for the bottom section, the panel cannot
show up
OBSERVED RESULT
When set up like mentioned, the panel does not come back when hovering the
mouse, even though there is the "shinning visual feedback".
EXPECTED RESULT
The panel should go back up when hovering the mouse over it, even if "Change
Desktops on the Borders" is set to "Always On".
