Unfortunately, there is no way for you to get hardware accelerated VP9 encoding without getting a different GPU or computer that is capable of doing so. I personally don't think it's worth it to buy new hardware just for that since newer hardware tends to prefer supporting AV1 accelerated encoding over VP8 and VP9.
