Yes, the face metadata is preserved in the XMP file, but the corresponding
rectangle with the name of the person is not shown after removing the folder
and adding it again.
The metadata is not touched, everything is conserved, but it looks like Digikam
is not reading it, or just not showing it. And it happens only in JXL files.
NEF files, for example are unaffected by this.

Yes, I have "Write this Information to the Metadata -> Face Tags (including
face areas)" enabled.
