I have a monitor with a fairly long name, too, but there's no elision. Menus being limited to the window isn't the problem here; there's plenty of space for them to expand horizontally in the other direction in your screencast as well as in my testing. The problem is the text in the menus eliding too early. I tested in Hebrew (LANGUAGE=he_HE plasmashell --replace) just in case it was an RTL issue, and it all still works as expected; no elision.
