Yes.

I already said it in my previous comment: "Most of the time, when I unplug my
monitor, I either plug it back in shortly after, or plug in a different
monitor." I rarely unplug the monitor from the computer unless I've already
turned the laptop off and I'm putting it into my backpack (and note: if I'm
putting it into my backpack I don't want it to be sleeping, I want it to be off
- or hibernated, but hibernation never worked). When I do unplug it while it's
on, it's usually in the above mentioned two scenarios.

When I  use my computer with the lid closed and an external monitor and
keyboard (that is, at home), if I put the computer to sleep it's because I'm
finished working and I plan to come back later, so there's no reason why I
would unplug the screen. I just walk away and let it go to sleep automatically
because of inactivity, or (rarely) I put it to sleep via the menu. Unplugging
the screen in this scenario would make no sense.

Again, think of a non-laptop computer. Would you ever expect it to go to sleep
when you disconnect the monitor?
