Reading through it, it seems that you could work around it by disabling "Enable Accessibility Notifications" in Preferences -> Editor -> Editing. As for not being able to disable plugins, that seems to be an interaction between KPluginWidget managing plugin configuration and KDevelop's internal management in PluginController. I'm working on a fix, it still needs quite some polishing. Locally I can already disable plugins.
