Fix segfault when opening launchers by shortcuts Caused by a non-strict ordering function used for sorting the containments, when deciding which launcher to open. The UB only happened whenever there are multiple panels with launchers used along with multiple desktops/activities. If the number of containments to sort was more than 16, sort happens without a bounds check, triggering a segfault.
