I can confirm very similar behavior on Fedora 44 with KDE Plasma 6.8.2
(Wayland).

My setup:

- Two BenQ EW3270U 32-inch 4K monitors are physically connected.
- Normally, only one monitor is enabled. The second monitor is explicitly
disabled in KDE System Settings → Display Configuration.
- Window placement has always been configured as "Centered".
- Plasma is configured to start with an empty session.

Additional troubleshooting already performed:

- Explicitly set "Placement=Centered" in "~/.config/kwinrc" and reconfigured
KWin.
- Rebooted the computer multiple times.
- Physically disconnected the second monitor's DisplayPort cable. The issue
persisted.
- Created a completely new user account and tested Plasma with a fresh user
profile. The same issue occurred.
- Upgrading to Plasma 6.8.2 did not resolve the problem.

Affected applications include KDE Discover, System Settings, Telegram, ZapZap
and Whatsie.

Observed behavior:

Windows sometimes appear at a consistent offset from the screen center, despite
the "Centered" placement policy.

I found a particularly interesting and reproducible case with Whatsie, which
remains running in the system tray:

1. With the desktop visible and no other application window in the foreground,
restore Whatsie from the system tray.
2. Its window appears offset from the center.
3. Hide Whatsie back to the system tray.
4. Activate a maximized ChatGPT application window.
5. Restore Whatsie from the system tray again.
6. Whatsie now appears correctly centered above ChatGPT.

This behavior is reproducible. The window immediately appears at its resulting
position, without visible movement or resizing.

I also observed that some applications initially open at an incorrect position
but appear centered on subsequent launches.

Expected behavior:

Window placement should be consistent and should not depend on whether another
application window is visible or maximized.

This appears closely related to the behavior described in this bug.

Importantly, the issue persists with the second monitor physically disconnected
and can also be reproduced using a newly created user account with a fresh
Plasma configuration.
