Depends. There could be multiple issues. I too noticed, that the panel movement
seems to be a bit more stable, but it does still switch them around
nevertheless.

Especially, I still get the effect that two panels from two different screens
end up on exactly the same screen, which in my opinion makes no sense. I could
understand if screens are swapped, but this is something else.

In the end, there could be a lot of reasons why some people don't see it
anymore and others still do.
Configuration, screen setup, version of software XY etc.

I tried with Qt 5.6 (with those mentioned 3 patches to QtDBus applied), with
Plasma 5.6 on KF 5.20 with a clean plasma app config and I can still reproduce
it, but as Nakato mentioned, it seems to be *a bit* more stable.
