I'm not sure if it's worth making another report, but I also ran into this
issue with the latest 3.0 alpha build (running on windows 8).
When I open Krita everything is fine, but if I open a document or create a new
one the screen seems to extend past the bottom. This can be worked around by
pressing 'restore down' and the 'maximize', which seems to reset the window.
