I'm finding this trouble persists because I find it convenient to open
documents in new instances of Kate. Each new instance requires the Snippets
tool to be re-enabled. Upon doing this, my saved snippets appear, but the
keyboard shortcuts do not work unless I click on the Snippets Tool View bar and
keep it open while I'm working.
