Sorry that doesn't work on your config. Although looking at the structure of
your file there is no reason why it wouldn't. In my case I have both files
(ruby and bash scripts) with user permissions in /usr/local/bin and then just
run the bash script from anywhere.
Is your plasma-org.kde.plasma.desktop-appletsrc file in ~/.config/ ?

The ruby script detects if there is the expression "kde.org.panel" in the file
and test if two line above it there is a "lastScreen=1" and if so change it to
"lastScreen=0"...which is the case in your file.
The bash script backs up the config file, calls the ruby script and restart
plasma.
