I thought this might help a little. I have 3 monitors connected to my desktop.
The middle one is set as the primary. I created a panel on the middle monitor.
Upon reboot the panel will go to the left most screen. If I now open Kscreen
and change the primary monitor to the left, will the panel jump to the middle
screen. 

When the primary monitor is the middle screen and the panel is on the left,
will the shutdown and logout confirmations apear on the left screen. When the
panel is on the left those dialogs go to the middle screen. 

I tried editing the plasma-org.kde.plasma.desktop-appletsrc file before
logging, it seems that if lastScreen=0 or lastScreen=1, the panel goes to the
left monitor, when lastScreen=2 it goes to the right monitor. However I did
note if I set lastScreen=0 and try delete and add the panel again it will then
always go to the left screen, even if I click 'Add panel' on the middle screen. 

I am running on the arch linux packages. 
Qt5-base: 5.6.0-4
Plasma desktop: 5.6.3-1
