You're saying with /ScreenSaver it does? Both paths are handled by the same
exact method call in kscreenlocker and then forwarded to PowerDevil as a
"change screen settings" inhibition.

Perhaps try running org_kde_powerdevil from terminal and see what it says.
Something like:

powerdevil: Scheduling inhibition from "Service" "name" with cookie 1 and
reason "Reason"
[5 seconds later]
powerdevil: Enforcing inhibition from "Service" "name" with cookie 1 and reason
"Reason"
powerdevil: Added change screen settings

(You might need to enable powerdevil debugging in kdebugsettings first)
