The scrollbars are same (I believe) all over the preferences dialog, not only
the Themes section.
Just go and resize the preferences windows and you will see that the scrollbars
shows and disappears at the same moment on most of the views.
On second thought it probably sets minimal with to show scrollbars based on the
biggest previously opened "page".
So it totally seems intentional.
