I don't believe that I am dismissing any feedback. Rather, I've spent half my
morning discussing that feedback in great detail. :)

So in that discussion, we've found that people have been using widget locking
as a band-aid over panel edit mode being too dangerous and having bad
usability. So we'll fix that. However we can't re-add the GUI for widget
locking because it conceptually conflicts with the new global edit mode; the
latter was meant to replace the former such that having both visible in the UI
doesn't really make sense. So if we restore the widget locking GUI, we also
need to revert the global edit mode feature to keep the UI coherent, which
obviously cannot be done in a bugfix point release. That means such a change
would need to be done in the next major version--Plasma 5.19. But if we need to
wait for Plasma 5.19 for a resolution anyway, we might as well just fix the
underlying issue itself--panel edit mode needing a UX overhaul. So let's do
that.

Again, I would appreciate if people could file bug reports on plasmashell |
panel regarding the usability issues they've found with panel edit mode.
