SUMMARY

When an element has an incorrect file link and View Document fails, it does so
silently, with no error in the GUI and no message printed on the command line.

STEPS TO REPRODUCE
1. On the External tab, add or edit a file link so it's not correct
2. Trigger View Document

OBSERVED RESULT

Nothing happens.

EXPECTED RESULT

Error message is displayed in GUI and/or command line

ADDITIONAL INFORMATION

I think this behavior changed recently? I seem to remember there used to be a
popup when a linked file was no longer present. Submitting a vote to bring it
back. (At least when there actually is a file link -- a "no response" seems
appropriate if nothing's linked.)
