In my case the problem is even more severe:
If I use Meta+Tab and hold Meta for more than a spit second there is no way for
me to close the activity switcher at all, short of restarting plasma.
It does not close automatically when releasing Meta.
It does not close when pressing ESC.
It does not close when clicking on it and pressing ESC.
It seems to never receive keyboard focus at all, even though mouse input works.
Note that Meta does not appear stuck: Once open, you still need to press Meta
to change activity with Tab or Shift+Tab, just Meta for menu still works.
