The fact that it works fine on a new user means it's likely an issue with older KDE4 directories that are clashing. With a new user all config would go into newer ~/.config/k* folders/files. If you really want to fix it you could mv ~/.kde4 and ~/.config folders out to somewhere else and start fresh with new configuration data.
