Yes, it means that your Windows settings have text scaling value different from
UI scaling value. You might be able to fix that by right-clicking on the
shortcut or Krita executable and asking for a different scaling.
In any case, you can also download Krita Plus from the website and go to
General -> Window -> Use Custom Interface Font, check it and make the font size
much bigger.
