Can you download and Extract the 4.3.0 portable .zip from here:
https://download.kde.org/stable/krita/ and run the krita link inside it - then
see if it really is the change from 4.3.0 to 4.4.0 that caused a problem?

Do you have a separate profile for krita set up in your Wacom driver utility?
If you run 4.4.1 then in the Wacom driver utility, you should see krita as an
active application along the top panel. Then you should be able to set up a
specific profile for krita. Just the act of setting up a separate profile can
fix some Wacom problems but make sure that newly created profile has the
correct settings.

Have you tried changing from Wintab to WindowsInk (or vice versa) in the krita
settings and making sure that Windows-Ink is disabled/enabled as appropriate in
the Wacom driver utility?
