System Settings Shortcuts section will always register the upper-case ("É" ;
"È" ; "Ç" "À") even if you press "é" ; "è", "ç" or "à".

This is true for any letter, at least for me. Press "Meta+m" and it will
register as "Meta+M", press "Meta+y" and it will register as "Meta+Y" and so
on.
