Hi, I've been unable to reproduce this bug. Here is what I did:
1. Right-Click on application launcher and choose "Edit Applications"
2. Navigate to Utilities => Kate
3. "Advanced" tab, click Current Shortcut Key: None
4. Press Alt-R
5. Click "Save" on the toolbar
Now when I press Alt-R, Kate is launched.
If you are using a different method to record the shortcut, please add details
to this bug report.
